1936 Stalin Constitution

The 1936 Constitution was framed as a "victory constitution," codifying the triumph of socialism over class enemies. It declared the USSR a "socialist state of workers and peasants" with the "dictatorship of the proletariat" having been fulfilled.

1961 Third Party Program

The Third Program was adopted at the 22nd Congress on October 31, 1961. It included the "Moral Code of the Builder of Communism" — 12 principles defining the New Soviet Man. Khrushchev promised communism by 1980.
